Human Resource Manager
THE ROLE
The primary role of the Human Resources Manager is to bring his/her senior human resources generalist expertise to the daily operations of basic HR programs: salary administration, performance management, HRIS, WCB administration, performance development, rewards & recognition programs to the HR team. This role is expected to make recommendations for improvements to the Director – Human Resources, as well as any concerns that could jeopardize the efficient operation of the department.
The incumbent will directly supervisor an HR Assistant, HR Generalist, and Recruitment Specialist.
In the absence of the Director of Human Resources, the Human Resources Manager will be expected to assist Operational Directors/Managers/Supervisors in their day-to-day
HR generalist requirements. The HR Manager will work cooperatively with the HR Generalist, Recruitment Specialist and HR Assistant by providing information and administrative support if required.
- Be a visible HR representative by maintaining an open door policy and taking the time to complete daily rounds (walk the floor – front and heart) answering questions or setting up appointments with associates who have more complex inquiries.
- Maintain leadership within the HR department in the absence of the Director
- Provide support, guidance, coaching, education and direction to management and supervisors.
- Assist the Director HR with the preparation of annual budgets and strategic plans.
- Provide support to managers and supervisor regarding associate promotions, transfers, discipline and dismissals.
- Administer the associate performance review program.
- Participate in the development of any training programs initiatives.
- Prepare reports and recommend procedure to reduce absenteeism and turnover.
- Continually make recommendations to improve the department’s daily operations through personal example and by contributing ideas to ensure that it runs smoothly and provides superior customer service to Operations.
- Support, train, cross-train, and develop other members of the HR department by passing along skills and information to assist them in their development and advancement.
- Work with the Operations Departments to understand their objectives/needs and to support their recruitment requirements.
- Educate Operations Departments and HR staff on legislation and compliance to Employment Standards, Human Rights legislation, River Cree First Nations Employment Initiative, WCB, Health & Safety, Recruitment Process, Policies & Procedures, and all other applicable agreements/legislation.
- Work closely with HR Generalist to assist with research, provide input into, and coordinate implementation of benefits, compensation programs, classification system, Policies/Procedures, Performance Management systems, HRIS, HR generalist training, Summer Student program, Management Trainee Program, WCB, legislation, etc.
- Prepare the monthly HR report for submission to the Director of HR and VP of HR and Organizational Development.
- Work as an effective HR Team member at meetings (internal, partners, operations, external), and provide timely and critical information to the Director – HR on any negative issues that require investigation, or the HR Team’s and Partners cooperative efforts.
- Is a member on resort-wide committees as requested for specific time periods (e.g. Social Committee and Health & Safety Committee.
- Any other duties as required
Regular communication with the Director – HR, the RC HR Team, Partners, Operating Departments, Enoch Cree Nation members/residents/representatives, agencies, Resort-wide Associates, potential Applicants, Contractors, and the community at large in order to build trusting relationships. The HR Manager will report directly to the Director of HR Manager, therefore, daily frequent communication is required.
DECISION-MAKING
Under the general direction of the Director – HR, the HR Manager is empowered to make recommendations/decisions based on this job description, organizational policies and procedures, government legislation, River Cree First Nations Employment Initiatives, and other applicable agreements.
EDUCATION, QUALIFICATIONS AND/OR CERTIFICATIONS
High School diploma or equivalent is required
Post-Secondary Education in Human Resources Management (Diploma/Degree in HR) or an equivalency of work experience of at least five to seven years in a Human Resources Management position.
Competency in Microsoft Office.
Experience with HRIS systems.
Ability to write and communicate effectively in the English language.
Knowledgeable about Aboriginal cultures and diversity in the workplace – working experience with Aboriginal cultures is an asset.
EXPERIENCE
- Minimum of five to seven years related working experience in an HR environment in a medium to large organization, preferably working with diverse cultures and especially First Nations communities.
- Supervisory experience is preferred.
- A track-record of effective human resources customer service to a number of departments with competing needs, and providing sound advice on sensitive matters.
- A combination of education/experience may be considered if it directly relates to this position.
WORKING CONDITIONS
The incumbent will normally work standard weekday hours but as a Manager, is expected to be available for evening or weekend meetings, or travel, if required.
